Acceptable Use Policy

PermitLookup is operated by ECB TX LLC. This policy is part of the Terms of Service.

Calls, texts, and telemarketing (TCPA)

No autodialers or SMS may be sent to enriched numbers without the buyer's own consent basis under the Telephone Consumer Protection Act (TCPA). PermitLookup provides data; it does not provide consent. Before contacting an enriched number with an autodialer, artificial or prerecorded voice, or SMS, you must have your own lawful consent basis for that number.

The buyer is responsible for TCPA and National Do-Not-Call (DNC) compliance for any outreach. Where the product returns DNC-scrub results, they are advisory, not a compliance guarantee: scrub data can lag registry changes, and safe-harbor and exemption analysis is yours. Verify against the current registry before campaigns that require it.

No FCRA-regulated use

The product may not be used for any purpose regulated by the Fair Credit Reporting Act (FCRA), including decisions about:

• credit,
• employment,
• insurance eligibility,
• tenant screening.

The data is not a consumer report and may not be used as one.

Owner contact data

This section applies if you purchase owner phone numbers or email addresses (the "Owner phone and email" upgrade on Storm Lists).

• DNC scrubbing: before outreach, scrub every number against the National Do-Not-Call Registry and the Texas Do-Not-Call list. Where we provide DNC flags, they are advisory, not a compliance guarantee.
• TCPA consent: calls made with an autodialer or artificial/prerecorded voice, and text messages, require your own lawful consent basis for each number under the TCPA (see the section above). PermitLookup provides data; it does not provide consent.
• Opt-outs: honor a person's opt-out within 10 business days, and honor any suppression request we forward to you.
• No resale or redistribution: owner contact data may not be resold, sublicensed, or redistributed to third parties.
• No FCRA purposes: contact data may not be used for any purpose regulated by the Fair Credit Reporting Act — see No FCRA-regulated use above.

No harassment

The product may not be used to harass, stalk, intimidate, or threaten any person, or to locate a person for those purposes.

Enforcement

A breach of this policy is a breach of the Terms. Breach of this policy is grounds for termination of the account without refund.
